There are a lot of unique features in Zulu Hotel(ZH) that general UO does not have, levels are one.
With ZH you can pretty much max out all skills to build a Power Player or stem into classes, this is not possible with this 'flavor' of UO because ZH was a unique version of how Ultima Online is played, basically a Mod of sorts.
Having help run one of the first iterations of ZH Australia many moons ago I can totally understand the confusion coming from that variant of UO.
As Henry mentioned the level cap is 720 skill points total.
You can invest these points into any skill you like to a general max of 100 or a max powerscroll level of 120 in a skill.
There are some skills that do buff other skills for instance Lumberjacking will actually give you a chance of DCI on certain weapons so the person with Lumberjacking could potentially win but its an arguable topic among PvP players.
There is OSI Necromancy, not the ZH variant of necromancy and no Element books either.
The magic systems available are:
Magery
Necromancy
Chivalry
Spell Weaving
